Debit Card and PELL Grant Scams Ramping Up

In an effort to inform individuals, area credit unions would like to make the public aware of two active scams going on in our region. Although it has been ongoing, the frequency and the boldness of the scammers are ramping up. There are two major types of scams currently being committed that affect area residents and financial institutions:

1. Debit/ATM Card Scams – these scams are perpetuated by individuals who are actively looking for persons who want to make money or make them feel they are helping someone out by giving them their debit/ATM card and PIN number. Once they have obtained the cards they will make fictitious deposits, usually empty envelope deposits, to the account and then turn around and withdraw funds via an ATM withdrawal in increments up to the maximum allowed for that financial institution. What the member/customer doesn't realize is that by selling their card, they have become part of the fraud and are responsible for any losses on their account. These scammers have become so bold as to post on social media that they are looking for people who are willing to sell their debit cards to area financial institutions.

2. PELL Grant Scam – the PELL Grant scam has surfaced with individuals being notified that they are eligible to receive a PELL Grant (used for education purposes) even though they may not be in school or planning to go to school. It becomes a perceived opportunity for assumed free money. Scammers are asking them to send them money and then they would send the grant back. The scammers just need their account information. As soon as they have it, they have gained access to draining that person's account. The only way PELL Grants are given is if the person actually applies to receive the grant. Opportunities for PELL Grants will not be solicited.

Most individuals understand that if something sounds too good to be true, that it probably is. But we have others that may see it as a quick way to get a few extra dollars without understanding that by doing so, they are committing fraud themselves.

As credit unions, we have decided to take an active stand to inform our members and the public that this is taking place and to be aware if they are approached. This is a scam that could cost them significant money and legal issues.

Important Information about Your Income Tax Refunds

1/22/15
The reported Dividend Year to Date for 2014 as stated in the December 2014 monthly statement may be incorrect. Please refer to the 1099 Interest Income statement issued by the credit union for the accurate totals.

1/9/15
Per Federal regulation, any income tax refunds coming in via ACH must be deposited into an account bearing the name on the income tax refund.

For example:
TOCU account #1234 has the name John Smith
Income tax refund comes in for account #1234, but shows the name of Sue Jones
Your refund will NOT be posted and will be returned.

Also, remember to use the MICR number when doing any type of ACH transaction, including tax refunds. This greatly reduces the chances of exceptions and delays in posting the refund.

Home Depot Security Breach
From homedepot.com -

ATLANTA, September 8, 2014 -- The Home Depot®, the world's largest home improvement retailer, today confirmed that its payment data systems have been breached, which could potentially impact customers using payment cards at its U.S. and Canadian stores. There is no evidence that the breach has impacted stores in Mexico or customers who shopped online at HomeDepot.com.

While the company continues to determine the full scope, scale and impact of the breach, there is no evidence that debit PIN numbers were compromised.

Home Depot’s investigation is focused on April forward, and the company has taken aggressive steps to address the malware and protect customer data. The Home Depot is offering free identity protection services, including credit monitoring, to any customer who used a payment card at a Home Depot store in 2014, from April on. Customers who wish to take advantage of these services can learn more at www.homedepot.com or by calling 1-800-HOMEDEPOT (800-466-3337).

“We apologize for the frustration and anxiety this causes our customers, and I want to thank them for their patience and support as we work through this issue,” said Frank Blake, chairman and CEO. “We owe it to our customers to alert them that we now have enough evidence to confirm that a breach has indeed occurred. It’s important to emphasize that no customers will be responsible for fraudulent charges to their accounts.”

The investigation began on Tuesday morning, September 2, immediately after the company received reports from its banking partners and law enforcement that criminals may have hacked its payment data systems.

Since then, the company’s internal IT security team has been working around the clock with leading IT security firms, its banking partners and the Secret Service to rapidly gather facts and provide information to customers.

Responding to the increasing threat of cyber-attacks on the retail industry, The Home Depot previously confirmed it will roll out EMV “Chip and PIN” to all U.S. stores by the end of this year, well in advance of the October 2015 deadline established by the payments industry.
